USCG District Southwest CAC Reader & Camera System Installation

Scope of Work

This solicitation is for installation of an Access Control System (ACS) and Video Surveillance System (VSS) at multiple buildings on U.S. Coast Guard Island, Alameda, CA, for USCG District Southwest. The work has two major components:

1. Installation (CLIN 0001, one-time job): Site survey and design, inventory and inspection of Government Furnished Equipment (GFE), installation of CAC readers, electronic door hardware (maglocks, strikes, request-to-exit devices, local controllers), NDAA-compliant IP security cameras at designated ingress/egress points, structured cabling (CAT6 and specialized twisted pair), system integration, and end-to-end testing.

2. Monitoring and Maintenance Services (CLIN 0002, base plus four option CLINs 1002/2002/3002/4002): 12 months of continuous monitoring and maintenance per period, covering:

   • Preventive Maintenance (quarterly): physical inspections, firmware/software updates, security patching, diagnostics, configuration backups.
   • Corrective Maintenance (as-needed, 24/7): troubleshooting, repair, replacement of faulty components, parts and labor included.
   • Lifecycle Management (ongoing): monitoring hardware/software lifecycle, 90-day advance notice to COR before End-of-Life/End-of-Support with a mitigation plan.

Specific building-by-building tasks (Section 5.0 of the SOW) include installation of CAC scanners, fail-open door locks, number pads, monitors (various sizes), and cameras at BLDG 50-7, 50-5, 51-2, 50-6, 52, 42, 51-4, 50-2, 50-8, and 54.
