  3. Direct access to a secondary exterior exit door from the leased space, a shared common-area exterior exit, or an exit door that will be installed before occupancy.

Nothing here is new: each line is taken from what the review says below, written from the documents, and a requirement that could stop a quote is listed first, in bold. A figure the review read from a scanned page says so. The compliance checklist in the app quotes the sentence behind each requirement, after checking it against the documents word for word (how a review is checked). Read a requirement in the solicitation before you rely on it.

From the solicitation

Document 7

approximately 552 Gross Square Feet and a minimum of 1190 Net Square Feet

What the review made of it: Space: the RLP asks for in Anchorage, AK. These two figures conflict because gross is smaller than net. Clarify with the RECO.

We checked this passage against the text of the document: it is there word for word, with only spacing and quotation marks evened out.

Scope of Work

This is a USACE (Alaska District) Request for Lease Proposals (RLP) for office space for an Air Force Reserve recruiting office in Anchorage, AK. It is a real estate lease, not a services contract.

  • Lease type: fully serviced, turnkey lease of up to five years with Government termination rights. The lease form calls for at least 90 days' notice, but a shorter period may be negotiated.
  • Space: the RLP asks for "approximately 552 Gross Square Feet and a minimum of 1190 Net Square Feet" in Anchorage, AK. These two figures conflict because gross is smaller than net. Clarify with the RECO.
  • Delineated area: "Anchorage, AK." Buildings with frontage on "the boundary streets" qualify, but no boundary streets are listed.
  • Lessor build-out: the Lessor designs and builds out the space to the Construction and Security Specifications (FY 26.1) after award. Work proceeds in stages:
    • Lessor prepares A&E drawings.
    • Government reviews them and issues a first Notice to Proceed (NTP) for demolition, permits and drawings.
    • After the drawings are approved, a second NTP authorizes construction.
  • Rent and services: rent covers all operating costs, real estate taxes and insurance. The lease form checks these as Lessor-paid, 24/7, including holidays:
    • electricity, gas, water, sanitary sewer and trash removal
    • janitorial services
    • high-speed internet, phone service, and power for the recruiting sign
  • Ongoing Lessor duties:
    • maintenance and HVAC
    • snow removal and ice control
    • landscaping
    • pest control
    • signage upkeep
    • mail delivery means
    • an on-site superintendent or local representative
  • Janitorial: Exhibit D requires janitorial service at least twice per week, plus periodic services (monthly, quarterly, semi-annual and annual).
  • Security and communications scope:
    • security closet and boards
    • Aiphone IXG video intercom entry control
    • Hanwha CCTV/NVR system
    • Cat 6 wiring and communications cabinets
    • motorized roller shades and fixed panel shades
    • perforated window wraps and fragment retention film
    • exterior and interior signage

Key Requirements

Minimum requirements (RLP 1.02):

  • 24-hour unrestricted access.
  • Communications infrastructure available (DSL, T1 or satellite dish).
  • Direct access to a secondary exterior exit door from the leased space, a shared common-area exterior exit, or an exit door that will be installed before occupancy.
  • 24-hour lighted parking for 3 Government vehicles, plus adequate privately owned vehicle parking on site or within a 4-block radius.

Eligibility and compliance items for the building:

  • Efficient layout, as determined by the RECO. A test-fit layout may be requested at the Offeror's expense.
  • ABAAS accessibility.
  • Two means of egress, plus fire protection and life safety compliance.
  • No award for property in a 100-year floodplain unless the Government finds no practicable alternative.
  • No known hazardous or environmental conditions. A Phase I ESA (ASTM E1527-13) may be required at the Offeror's cost, and any recognized environmental conditions (RECs) are the Offeror's to resolve.
  • Asbestos-containing material (ACM) that is absent, or stable and undamaged.
  • NEPA and Section 106 (historic preservation) cooperation. Any preservation architect needed is at Offeror cost.
  • The lease must score as an operating lease under OMB Circular A-11, Appendix B.

Build-out and operating standards (from the lease form and Exhibit D):

  • Certificate of Occupancy before acceptance.
  • Emergency repairs within 48 hours.
  • Snow clearing before 5:00 A.M. when parking lot snow exceeds 2 inches or walkway snow exceeds 1.5 inches.
  • Mold and water intrusion response within 48 hours, with remediation within 90 days of an actionable condition.
  • Radon testing if the space is on the second floor or lower.
  • Lessor insurance of at least $1,000,000 combined liability and $500,000 property damage, plus full replacement value fire and extended coverage.
  • Ban on certain Chinese-origin communications and security equipment (2019 NDAA), with written certification before installation and re-certification at acceptance.
  • Certified integrators required for Aiphone, Hanwha and ASSA ABLOY components.
  • Equivalent products are allowed only with prior COE approval and a written certification of equivalency.
  • Lessor-paid utility meters and, per the lease options, no proration or a documented meter record.

Items left blank in these documents:

  • Number of recruiters per service.
  • Number of restrooms.
  • Parking space count.
  • Termination date.
  • Alterations cost and Lessor contribution amounts.
  • Construction schedule, progress report and as-built drawing day counts.
  • Normal operating hours.
  • Floor plan (Exhibit B) and site plan (Exhibit C).

Submission Instructions

  • Deadline: the RLP says offers are due "no later than Oct. 15, 2026, 11:59 p.m. AKST." The notice header shows Oct 15, 2026 at 19:59 UTC. These do not match, so confirm the exact time with the RECO and plan to submit well before the earlier one.
  • Delivery: email the signed proposal as an attachment to amy.n.delacruz@usace.army.mil. The email must give the Offeror's name, address and phone, and the name and title of the signer. The signed proposal must show visible signature images. Mail or express delivery to the USACE address below is also allowed:
    • U.S. Army Corps of Engineers, Alaska District, Real Estate Division
    • P.O. BOX 6898, Anchorage, AK 99506-0890
    • Phone: (907) 753-2859
  • Packages and forms to submit:
    • USACE Proposal to Lease Space (Form 1364), with the full pricing breakdown and a gross annual rate per square foot.
    • Initialed pages of the Lease (do not complete the L100 form), the General Clauses (GSA 3517B) and the Representations and Certifications (GSA 3518-SAM addendum).
    • Construction Specifications Bid Proposal Worksheet.
    • Floor plan of the proposed space.
    • Evidence of ownership (warranty deed) or control of the site, or a fully executed agreement to acquire plus an owner statement.
    • Certificate of Authorization, or the Agency Agreement if an agent signs.
    • Lessor's Annual Cost Statement (GSA Form 1217), listed in the RLP document list.
  • Other submission rules:
    • Evidence of authority to bind the Offeror is required for partnerships, corporations, joint ventures and agents.
    • Late proposals are considered only under narrow conditions (control evidence, no undue delay, or only offer received).
    • There is no public opening.
  • Questions: the Government point of contact is Amy DelaCruz. The documents set no question deadline and do not describe a Q&A process.

Risks and Red Flags

  • Date conflict: the response deadline conflicts between the notice (19:59 UTC) and the RLP (11:59 p.m. AKST).
  • Square footage conflict: 552 gross SF against a minimum of 1190 net SF is internally inconsistent.
  • Document control problems:
    • The solicitation number differs between the notice (DACA455270014500) and the RLP (DACA45527001450).
    • Sample lease numbers in other documents differ again (DACA855270000200 and DACA855260000400).
    • The RLP exhibit lettering does not match the lease form Section 1.06.
    • The RLP document list includes items such as GSA Form 1217 that were not seen in the provided text.
  • Missing seismic section: the proposal form refers to "RLP Section 2, Seismic Safety," but the RLP shown has no such section. The lease has a seismic retrofit clause for leases that require it. Anchorage seismic exposure makes this worth clarifying.
  • Conflicting HVAC temperatures: the lease says 72 to 75 degrees F. The specification default is 70 to 76 degrees F.
  • Incomplete documents: the Construction and Security Specifications and the General Clauses are truncated in the provided text, and one further document is not included. The Air Force Reserve specific attachment (paint, carpet, wraps, signage, desk requirements) is not visible, so cost cannot be fully priced.
  • Unfunded or unknown amounts:
    • Alterations cost and Lessor contribution are blank.
    • The pricing worksheet is a template with $1.00 placeholders (grand total $116.00), so no Government cost estimate is given. Unbalanced pricing can make a proposal unacceptable.
  • Short term against heavy fit-out cost: the lease term is a maximum of five years with Government termination rights on about 90 days' notice. Rent does not begin until acceptance. Obligations beyond September 30 each year depend on appropriations, so build-out cost recovery is exposed.
  • Offeror-borne risks:
    • Test-fit layout, Phase I and Phase II ESA, remediation, NEPA mitigation and Section 106 preservation architect costs.
    • Demolition and removal of existing cabling at Lessor cost.
    • A Lessor-paid meter record and certification.
    • Re-keying.
    • Required Lessor deliverables (AE drawings, commissioning plan at least 60 days before acceptance, as-built CAD files, equipment certifications).
  • Specification detail:
    • Many brand-specific items (Hanwha, Aiphone, Securitron, Hunter Douglas, Shaw, Sherwin Williams, Elkay) with certified integrator requirements.
    • Prior COE approval is needed for substitutes.
    • Procurement lead times for these items are not addressed.
  • Lease terms favoring the Government:
    • rent reductions or set-offs for default
    • waiver of restoration
    • Government may terminate if title fails
    • gratuity penalties of 3 to 10 times cost
    • Lessor insurance minimums
  • Janitorial operations: janitors get no keys, and MSR presence is required during cleaning. Payment deductions are possible for no-shows. The requirement for ID cards that show citizenship status and for criminal background checks may be hard to staff in Alaska.
  • Seasonal factors: window cleaning is not required below 38 degrees F, but snow removal by 5 A.M. is mandatory. This may add cost for a property that lacks a service contract.
  • Weather and construction timing: the schedule is not stated, and Anchorage winter conditions may affect exterior work such as window wraps, which have temperature requirements.
