212 RQS UTVs

Scope of Work

This is a combined synopsis/solicitation (RFQ W50S6L-26-Q-0016) issued by 176th MSG/MSC at Joint Base Elmendorf-Richardson (JBER), Alaska, for the "212 RQS UTVs" requirement, procuring Utility Task Vehicles (UTVs) for military use. The pricing schedule calls for:

• Item 0001: 1 EACH, Can-Am Defender 6x6 Limited HD10 (or equal), a 3+ passenger UTV with a specified accessory package (turn signal kit, mirrors, light bar and wiring, bumpers, fender flares, rock sliders, headache rack, power hydraulic tilt bed, etc.)
• Item 0002: 2 EACH, Can-Am Defender Max XT CAB HD11 (or equal), a 6+ passenger UTV with a different specified accessory package (rocker sliders, auxiliary roof lights, storage compartments, heated seats, bumpers, mirrors, etc.)
• Item 0003: 1 EACH, Shipping FOB Destination to JBER, AK 99506

Delivery is F.O.B. Destination to Joint Base Elmendorf-Richardson, Anchorage, Alaska 99506. Quotes must include installation of accessories and all associated fees (title, license, registration, document, administration, etc.).

Key Requirements

Item 0001 (Defender 6x6 Limited HD10 or equal), qty 1:

• Seats at least 3 passengers
• Capable of securing cargo for military operations
• Operates in Alaska cold/wet weather: cab heater, heated seats, mud guards
• Deployed/contingency environment features: air conditioning, front/rear bumpers, corner protectors, rock sliders
• Able to be palletized/secured for transport on C-17 or C-130 aircraft
• Must not exceed 159.7"L x 65"W x 81"H
• Must include the full listed accessory part numbers (or equal): turn signal kit, side mirror kit, lights wiring harness, light bar mounting kit and support, double stacked LED light bar, rear LED light, rear bumper kit, fender flares, rear bumper adapter, front corner protectors, rock sliders, bedwall extender, deluxe headache rack, power hydraulic tilt bed

Item 0002 (Defender Max XT CAB HD11 or equal), qty 2:

• Seats at least 6 passengers
• Capable of securing cargo for military operations
• Alaska cold/wet weather features: cab heater, heated seats, mud guards
• Deployed/contingency features: air conditioning, front/rear bumpers, corner protectors, rock sliders
• Able to be palletized/secured for transport on C-17 or C-130 aircraft
• Must not exceed 125.7"L x 62"W x 78"H
• Must include the full listed accessory part numbers (or equal): apex turn signal kit, rocker panel slider, auxiliary roof light kit, light support, storage compartment kit, threaded insert kit, open carrier extension kit, smartphone support, protective grille kit, rear storage box kit, switch wiring harness kits, heated accessories harness, heated seat kit, rear bumper kit, front bumper kit, mud guard, side mirror kit, panoramic center mirror kit

Item 0003: Shipping FOB Destination to JBER, AK 99506, quantity 1 each.

General: Quotes must include costs of accessory installation and all fees (title, license, registration, document, administration, etc). Delivery date is a mandatory field the offeror must complete on the offer form. Net Terms is also a mandatory field.

Submission Instructions

• Offers are due no later than 12:00 PM Alaska Time on 18 September 2026 (note: the SAM.gov listed deadline is Sep 18 2026 20:00 GMT, consistent with 12:00 PM Alaska Time given the UTC offset).
• Offerors must complete the Offeror Information block: Business Name, Business Size (Small/Large/Women-Owned/Veteran-Owned/Other), GSA Contract # if applicable, mandatory Delivery Date, CAGE code, mandatory Net Terms, UEID, and signature of an authorized signatory official.
• Offers must remain valid through at least 30 September 2026.
• Questions should be submitted to TSgt Martin Khan (Martin.khan@us.af.mil, 907-551-0247), email preferred. An amendment may be issued if questions are received.
• FAR 52.212-1, Instructions to Offerors, Commercial Products and Commercial Services, is incorporated by reference (per the deviation noted in Document 1, dated 2026-02).
• The solicitation is a Request for Quotation (RFQ) under FAR Part 12 procedures, and this combined synopsis/solicitation is the only solicitation document; no separate written solicitation will be issued.

Risks and Red Flags

• Unfunded requirement: The solicitation explicitly states "This is currently an unfunded requirement subject to FAR 52.232-18, Availability of Funds. Award will be made should funding become available." This means there is no guarantee of award even to the best-value offeror, and timing of any award is uncertain.
• Long offer validity period required: Offers must remain valid through at least 30 September 2026, a lengthy hold given the response deadline of 18 September 2026, consistent with the funding uncertainty.
• "Or equal" burden on offeror: For any non-Can-Am equivalent products, the offeror bears full responsibility for demonstrating equivalency; the CO will not seek out additional information, increasing risk of technical rejection if submissions are incomplete.
• Tight technical specifications: Both UTV items have strict maximum dimensional limits (for palletization/airlift on C-17/C-130) and long lists of specific accessory part numbers that must be matched or equaled, which may be difficult for non-Can-Am dealers to source or match precisely.
• All-inclusive pricing requirement: Quotes must bundle installation and all fees (title, license, registration, document, administration) into pricing, requiring careful cost buildup to avoid underbidding.
• Numerous DFARS/FAR clauses via deviation 2026-O0038 and related 2026 deviations: Several clauses are recent deviations (dated 2026-02, 2026-03, 2026-04), including DEI-related clause 52.222-90 and security-related clauses 52.240-90/91, which may require specific representations or compliance review.
• Buy American / DFARS country-of-origin certifications: 252.225-7035 and related clauses require detailed country-of-origin certification for all end products, which may be complex if any UTV components are non-domestic.
• Shipping line item priced separately: Item 0003 (shipping) is a separate priced line, so offerors need to independently determine and justify this cost to JBER, AK, a remote/non-contiguous US location, which may carry higher freight costs than typical CONUS delivery.
